It is not enough to build only on 64bit. qemu_arm_defconfig showed this 
problem:

lib/efi_loader/efi_debug_support.c: In function 
‘efi_initialize_system_table_pointer’:

Either enable in multiple defconfigs or maybe use

     default y if !HAS_BOARD_SIZE_LIMIT

in the Kconfig file.
