[PATCH v1 1/2] drivers: watchdog: Add Qualcomm Watchdog Driver Support

Added support for watchdog timer in Qualcomm chipsets, by adding a
Qualcomm watchdog driver.
This is a port of the upstream Linux changes to U-Boot:
