[PATCH v3 01/15] ARM: dts: Add the RV1103B devicetree files

Add the RV1103B SoC devicetree files, taken verbatim from Linux v7.1,
where the RV1103B support is merged.

Once U-Boot's dts/upstream subtree is updated to v7.1-dts, the
OF_UPSTREAM mechanism can be enabled and these files dropped.
