[ELDK] [PATCH 2v5] linuxppc_2_4_devel: support USB1/2 only

On MPC52xx USB port 1 and 2 may be used individually. Introduce new
configuration option CONFIG_USB_2ND_ONLY to allow the use of the second
port independently.

Tested on BC3450 (CONFIG_USB_2ND_ONLY & CONFIG_USB2_PSC) and STK5200
(CONFIG_USB_1ST_ONLY).
