[ELDK] [PATCH 5v5] linuxppc_2_4_devel: new ioctl

For the BC3450 platform (MPC5200 based) a new ioctl (TIOCGTXFIFOST) is
introduced in the psc driver that allows the Tx-Fifo-Status to be read.

Remove unused variables in get/set_modem_info().

Optimize for speed by replacing copy_from_user() by get_user().
