[ELDK] fsck and no RTC

We have a 5200 based board with no RTC (having a battery is not an 
option for this application). We use NTP for time.

When / is mounted, as the time has not yet been set by NTP, and so the 
super block is deemed to be last modified in the future - so an fsck 
is always forced. But NTP uses the file system for its configuration 
and operation.

Any suggestions how to resolve this conundrum?
