Nitpicking: there is no flash sector "from 0xfff00100 to 0xfff0028f".
The sector most probably starts at 0xFFF00000 and  ends  at  a  N  kB
address.

I assume that you use a flash chip with uniform sector sizes, right?

Looks like a hardware problem to me. Return the board to your vendor.
