[U-Boot-Users] Improved Patch management for tools directory

The proposed patch creates a new directory under tools :

"tools/customize"

The "tools/Makefile" will 'include'
* "customize/*/tool.mk"
* "customize/*/build.mk"

allowing BINS & OBJS to be defined in the "tool.mk" file
and the build description in the "build.mk" file.
