[U-Boot] [PATCH] ARM - Remove references to CONFIG_INIT_CRITICAL from ARM based boards

Hi,
- CONFIG_INIT_CRITICAL is deprecated
- remove all references to CONFIG_INIT_CRITICAL for ARM based boards
- replace by CONFIG_SKIP_LOWLEVEL_INIT
