[U-Boot] [PATCH] usb: use noinline define

Building usb for Blackfin boards fails as we get linux/compiler.h
included which expands the "noinline" inside of the attribute and
we get attribute(attribute(noinline)).
Explicitly use the helper define to avoid this.
