[U-Boot] [PATCH v5 29/32] sf: spi_flash cleanups

More cleanups on spi_flash side:
- Removed unneeded comments.
- Rearranged macros in proper location.
- Rearranged func declerations
- Renamed few function names.
- Added License headers.
