[U-Boot] uboot: PCI resource allocation

Hello all,

   Does u-boot is responsible to allocate resource for PCI bridges and
devices?
   If yes, is it possible to increase the PCI resource allocation for a
bridge/root bus?.

  The problem I have been facing is

   1. When the device is in reset mode  neither u-boot nor linux pci code
detects the device because of that
       the pci subsystem not allocating enough bridge window (resources).

  2.  After bringing the device out of reset using some diags linux sees
the device but since bridge-window is closed
       the resource allocation fails.

Any suggestion ?
