[U-Boot] [PATCH] RFC: samsung: i2c: Enable new CONFIG_SYS_I2C framework

This enables CONFIG_SYS_I2C on Samsung, updating existing s3c24x0
i2c driver to support this.
Note: Not for merge, Just for review and suggestions.
