this is needed if you enable CFI-MTD and SF-MTD at the same time
(common case on evaluation boards). Because CFI is always initialized
in board_init_r() (before SF), it occupies MTD numbers 0 to
CONFIG_SYS_MAX_FLASH_BANKS - 1.
