[U-Boot] [PATCH 0/6] ti: dwc3: Enable USB clocks on-demand

Patch series adds APIs to enable/disable USB clocks and then uses
these APIs to enable clocks when dwc3 is used and disable clocks
when it is inactive.

This patch series is split from [1] to contain only enabling and disabling
clocks.
