[U-Boot] [PATCH 2/2] arm: socfpga: Zap OF_CONTROL checks, it's always enabled

The CONFIG_OF_CONTROL and CONFIG_SPL_OF_CONTROL is always enabled
on Altera SoCFPGA, remove the unnecessary checks.
