[U-Boot] [RFC PATCH v2 1/9] x86: Allow overriding TSC_FREQ_IN_MHZ

We should allow the value of TSC_FREQ_IN_MHZ to be overridden by
the one in arch/cpu/<xxx>/Kconfig.
