[U-Boot] [PATCH v2] tools: moveconfig: add Xtensa GCC prefix to CROSS_COMPILE list

This is needed to move CONFIG options for the recently-added
xtfpga_defconfig.

The tarball of the pre-built toolchain can be downloaded from:
