Based on e887afc9da0fe the purpose of this flag was just print device
status and I simply followed what was there before.

If you look at the code someone wants to print this info someone not.
SPL and FSL are only cases where mode is 0 not to print it.
For platforms I can't see any reason not to print it - you probably want
to be aware about it.

This option enables the SCSI (Small Computer System Interface) uclass
which supports SCSI and SATA HDDs. For every device configuration
(IDs/LUNs) a block device is created with RAW read/write and
filesystem support.

You are right second if CONFIG_DM_SCSI is not needed.
I hope when PCI code is cleanup that this will be handled differently.
