[U-Boot] [PATCH 20/52] spl: add TPL_DRIVER_MISC_SUPPORT option

This adds the TPL_DRIVER_MISC_SUPPORT option to allow activation of
DRIVER_MISC_SUPPORT for devices that need it in the TPL stage.
