u-boot-fw-utils did work, u-boot-fw-utils-cross no, read it again:

And that u-boot-fw-utils-cross was broken even with Yocto 2.3 Pyro and
2017.01 version there, maybe it's time to remove cross version? As
nobody is using it and it's not tested?
