[U-Boot] [PATCH 1/2] pinctrl: rmobile: Add Renesas RCar pincontrol driver

Add pinconf support to the PFC driver, so that it can handle DT
props bias-disable, bias-pull-up, bias-pull-down, drive-strength
and power-source.
