I've tested building U-Boot for Wandboard using GCC 7 from linaro.org:
https://releases.linaro.org/components/toolchain/binaries/

I've used this package:
gcc-linaro-7.1.1-2017.08-x86_64_arm-linux-gnueabi.tar.xz

I could not reproduce your error. It seems to work on my board,
here is the log:
