[U-Boot] [PATCH 0/2] arm: socfpga: Kconfig cleanups

This patchset moves CONFIG_HW_WATCHDOG from board config files to
Kconfig and changes Kconfig items that are not strictly required from
'select' to 'imply'. Defconfigs are not affected.
