[U-Boot] [PATCH 1/3] watchdog: Add Cadence watchdog driver

This IP can be found on Zynq and ZynqMP devices.
The driver was tested with reset-on-timeout; feature.

Also adding WATCHDOG symbol to Kconfig because it is required.
