Name has been chosen following the sibling rx_handler_dl_image function name:
tx_handler_ul_image is
- a transfer -> tx_
- a complete handler -> handler
- it does upload data to the usb host -> ul_image

I know upgrade_tool/rkdeveloptool do have ul command but this is a
totally different context

This is a request complete handler, so function arguments and return
value cannot be
different than the proposed.

Errors have to be reported to the host with a CSW_FAIL message and managed
here on target switching back to the default complete handler.
