[U-Boot] [PATCH v2] net: phy: add TSE PCS support to dwmac-socfpga

This adds support for TSE PCS (Triple Speed Ethernet Physical Coding
Sublayer) that uses SGMII adapter when the phy-mode in device tree is
set to sgmii.
