     pmic_bus_write(AXP209_SHUTDOWN, AXP209_POWEROFF);

Should be replaced by

      pmic_bus_setbits(AXP209_SHUTDOWN, AXP209_POWEROFF);

Because currently uboot write 1000 0000 in REG32 instead of just writing 1
in bit 7.
Overwriting over settings such as battery detection enable.
