I think what Jagan meant was:

1) U-Boot SPL + OpenSBI FW_DYNAMIC + U-Boot proper
2) FSBL + OpenSBI FW_PAYLOAD + U-Boot proper

So "SiFive SPL" is actually "FSBL"
