[PATCH] mips: mtmips: Kconfig: select options used in SPL

debug_uart_init         SPL_SERIAL_SUPPORT
__udelay                SPL_LIBGENERIC_SUPPORT
puts                    SPL_LIBCOMMON_SUPPORT
default_serial_console  SPL_DM / SPL_DM_SERIAL

after disable SPL, and re-enable SPL, options above
and some more options will be un-set. then cause a
compile error.
add minmal options needed by compile.
