[PATCH v5 03/34] lib: Correct comment formatting to avoid sphinx problems

Tweak a few comments to kep sphinx happy, in case we want to include this
file one day.

Also fix the 'exxamine' typo.

Patch-notes:
This uses:

   sed -i 's/@param \(\S*\)\s*/@\1: /' include/vsprintf.h

to convert the @param to the new format.
