[PATCH u-boot-marvell v2 04/20] tools: kwbimage: Preserve order of BINARY, DATA and DATA_DELAY commands

Preserve the order of BINARY, DATA and DATA_DELAY commands as they appear
in the input file. They may depend on each other.
