ATMEL_LEGACY has been previously converted to Kconfig with this commit :
https://source.denx.de/u-boot/custodians/u-boot-at91/-/commit/cb81640011270dae6346979ef36264a72cf3b565
So please rebase your series on top of u-boot/next or u-boot-at91/next
which is created on top of next and includes patches for the next u-boot
merge window.
