[PATCH 17/25] ls1021atwr: Use DEBUG and not CONFIG_DEBUG

We use 'DEBUG' and not 'CONFIG_DEBUG' tree-wide for debug code that is
left in, and not wrapped by some other regular debugging type print
macro.
