This change breaks pytest ut_dm_dm_test_scmi_cmd.
CONFIG_CMD_SCMI=y is missing in sandbox_defconfig.

Could you squash these fixups into patch 10/13
("test: dm: add SCMI base protocol test") unlesswhat that patch 
makes sandbox test build to fail.
