[PATCH] board: rockchip: Add Hardkernel ODROID-M1S

Hardkernel ODROID-M1S is a single board computer with a RK3566 SoC,
a slightly modified version of the RK3566 SoC.

Features tested on a ODROID-M1S 8GB v1.0 2023-08-10:
    - SD-card boot
    - eMMC boot
    - PCIe/NVMe
