It might be possible to drop arch_early_init_r here as it's also
called in acpi_fill_madt().
acpi_fill_madt() is within U-Boot relocated, so should work fine.

No, since read_mpidr() has no function prototype when !IS_ENABLED(CONFIG_ARM64).
Though when added to the header file, the preprocessor could be dropped here.
