[PATCH v2] test: correct strlcat license information

The GPL-2.1 isn't a valid license.
The copyright header says that "These tests adapted from glibc's
string/test-strncat.c" and test-strncat.c is under the
LGPL-2.1-or-later.
This was reported to us by Leah Rowe.
