[PATCH 1/3] phy: mediatek: new XS-PHY driver

Add a new driver for the Mediatek XS-PHY. This is found on some newer
Mediatek SoCs.
Upstream devicetree bindings already exist. MAINTAINERS is already
covered by drivers/phy/phy-mtk-*.
