[PATCH 6/6] boot: remove NO_NET use

NO_NET is now a transitional symbol which may eventually be removed. Its
meaning is the opposite of the new meaning of NET (that is, any
networking stack).
Update the symbol dependency by using NET instead of !NO_NET.
