[PATCH RFC 17/40] clk: rename clk_ops to clk_ops_uboot

In preparation for supporting full CCF, rename U-Boot's clk_ops
to clk_ops_uboot, these ops are specific to UCLASS_CLK and are too
incompatible with full CCF.
