[PATCH] spl: Remove unused CONFIG_SPL_FRAMEWORK_BOARD_INIT_F option

The option CONFIG_SPL_FRAMEWORK_BOARD_INIT_F enables a simple
board_init_f function in SPL. This however is never enabled, so remove
this function and option.
