I am not surpeised - it depends on how he defines "performance". If
he, for example, measures time until the console login prompt appears,
or some other service becomes available, then I can imagine very well
that starting some big applications (which in turn pull in additional
libraries) can well delay such things - eventually he confuses this
with a performance degradation.
