1. drop CONFIG_FMAN_ENET not in tree yet
2. look at something like:

/* The TSEC driver uses the PHYLIB infrastructure */
#ifndef CONFIG_PHYLIB
#if defined(CONFIG_TSEC_ENET)
#define CONFIG_PHYLIB

#include <config_phylib_all_drivers.h>
#endif
#endif /* PHYLIB-supporting ethernets */

this way a board can define CONFIG_PHYLIB and its CONFIG_PHY_xxxx if that is all it wants.  Helps reduce code size a bit
