[U-Boot] [PATCH v4] qe: disable qe when qe-ucode fails to be uploaded for "deep sleep"

when qe-ucode fails to be uploaded, "deep sleep" will hang.
if there is no qe-ucode, disable qe module for platforms
which support "deep sleep"
