yes this is an issue with u-boot tools.

see tools/Makefile

HOST_EXTRACFLAGS += -include $(srctree)/include/libfdt_env.h \
         $(patsubst -I%,-idirafter%, $(UBOOTINCLUDE)) \


if you are lucky you can get away with adding image.h as a -include
like above. And yes this needs a decent solution one day.
