[U-Boot] [PATCH 4/8] x86: galileo: Convert to use CONFIG_DM_USB

Move to driver model for USB on Intel Galileo.

Note: USB is not working on Galileo, which is the same as before.
This is just to prepare the CONFIG_DM_ETH conversion later, as
without CONFIG_DM_USB the build won't pass.
