[U-Boot] [PATCH v3 1/3] usb: gadget: move USB_FUNCTION_MASS_STORAGE to Kconfig

In order to easily model a that CMD_USB_MASS_STORAGE implies having
USB_FUNCTION_MASS_STORAGE enabled, we first need to migrate
USB_FUNCTION_MASS_STORAGE to Kconfig.
