We have tested on clearfog-pro / base and two other custom boards that we
have.
On long traces this fix made it possible for the PCIe root complex to start
link negotiation (triggers the LTSSM state machine to negotiate link with a
PCIe endpoint).

I assume that this fix can be done for any PCIe root complex on Armada 38x.
>From power consumption point of view we haven't noticed any difference with
and without this patch on a system with 3 PCIe root complexes that doesn't
have any PCIe endpoint connected to it (i.e. empty mini PCIe slots).
