[PATCH] xilinx: Enable sntp command

Would it make sense to enable CONFIG_RTC_EMULATION on those boards that 
don't have an RTC like amd_versal2_virt_defconfig? For instance FAT 
write uses the date from the RTC.

For boards that have an RTC (emulated or not) CONFIG_CMD_DATE may be 
helpful.
